WHO WE ARE

New Directions for Adult Education (NDAE.org) is a group of active and retired DACE teachers which strives to improve the working conditions, benefits, and pay of DACE teachers and improve the quality of the education delivered to adult students. The group is not affiliated with UTLA nor its Adult Education Committee, although we are members of UTLA and pro-union. Without allegiance to an entity, we can be an independent voice and sounding board for teachers. We want a frank and open discussion about what will improve the working adult education teachers’ salaries, working conditions, and adult education instruction.

CTE Teachers Get Tenure - New Directions

(New Directions thanks a sharp DACE teacher, who prefers anonymity, for finding these and
sending to us)

In previous bargaining, adult education teachers lost valuable rights when four provisions were
removed from the contract. One added provision gives the administration discretion in hiring
for classes created after the Matrix was decided. These need to be reversed in forthcoming negotiations.

LOST Article 21, Section 5

Stated that applicants for a position have priority over
outside applicants. The administration can now hire people off the street over qualified
candidates at the school site.

LOST Article 21, Section 4.6.

This section required the administration to balance enrollment in
classes scheduled at the same time. Now, the administration can register more students into
the class of a teacher they like, endangering the class of a teacher they don’t like.

LOST Article 21, Section 4.6

Required the administration to honor longevity when cutting back on classes. DACE can now argue that if there are two teachers with the same class, it can choose which one to lay off without regard to how long each teacher has taught.

LOST Article 21, Section 4.9.

This section prevented the administration from terminating a teacher without cause. It required that before a teacher is let go for dissatisfactory service, there must have been prior assistance and guidance. The administration can now let go of non-tenured teachers without any reason.

ADDED Article 21, Section 4.0 (b)

Gives the administration complete discretion in filling positions created after the Matrix. In K-12, the principal and department chair work together to determine who will fill a job opening after the matrix. They use the teacher preference forms and take into account seniority. In DACE, you could get put on a split shift or get an undesirable schedule and watch as a class is posted right after the matrix and given to someone off the street.
